It's /report, not /ban!
From the update page.
..../report followed by a player's name will open a new report dialog panel. From this panel, you can report a chosen player for leeching, botting, spamming, using abusive language, or having an inappropriate character name. Reports will then be relayed and reviewed by the Guild Wars Support team.
It also says on the page, reporting the same person more than once will not speed up or further influence the GM's action.
People seriously.. /report does not ban the person, it simply points them out to GM's.. a GM wont ban you because 100 people reported you for minding your own business..
I'm seeing a lot of paranoia about mass reports getting innocent people banned.. or people thinking they can grief others by /report them.. Well you grief the GM's making them check on innocent people.. and honestly.. griefing GM's is only bad for the reporter.. not the person being reported.
Reports dont ban people.
Horray for reading comprehension.

That is the one reason for that. The other is that most of Guru's members first reaction to something like this report system is:
1) Panic
2) Whine
3) Curse ArenaNet for ever creating this game
4) Above actions, combined.

I think the general consensus on the definition of truth is: "Whatever I assume to be the case must be true because if I didn't think of it, no one else could, and why would I ever bother being wrong about something? I don't need to read the facts, my assumptions are too accurate to warrant resorting to something so trivial as facts."
Thank you for quoting what needed to be seen. Maybe things will calm down a bit

Everyone fails to see what Anet is doing!
Anet is using some kind of weird backward logic weed out the players that break the rules. Anet implemented the /report system to get the rule breakers to abuse the /report. That way when the rule breakers did abuse it Anet could "legally" break out he ban hammer and ban the rule breakers!

Ah, that mythical beast. I've heard rumors of it existing, but never seen it with me own eyes.
